The Greater Manchester Model and National Economic Policy
Burnham’s regional approach has generally argued that transport, skills, housing and local growth policy work better when decisions are made closer to the economies they affect. Greater Manchester became one of the most visible UK examples of this model, including the return of the bus network to public control under the Bee Network.
The move from mayoral government to Downing Street changes the question. The issue is no longer whether Burnham may influence national economic policy, but which parts of his regional model can be translated to national scale without losing local flexibility.
What Businesses May Notice
For companies, devolution matters when it changes practical operating conditions: transport access, labour supply, training provision, planning, local infrastructure and the coordination of investment. A national strategy that gives city-regions more control could make local business environments more differentiated rather than more uniform.
That can create opportunities, but it also creates execution risk. A policy that works in a dense city-region with established institutions may not transfer directly to rural areas or smaller local authorities. Business leaders should therefore focus less on political branding and more on the funding, accountability and delivery mechanisms attached to each policy.
From Regional Experiment to National Test
Burnham’s premiership means the Greater Manchester experience will now be judged partly by whether similar principles can improve productivity and investment across the country. The challenge is to combine national fiscal discipline with enough local autonomy to solve different regional constraints.
